Where can I download the full version latest V.2.1.2.3?

not SourceTreeSetup-2.0.20.1.exe but SourceTreeSetup-2.1.2.3.exe 

my environment is not possible to upgrade thru online

because of  internet offline mode.

 

want to download executable full latest install version.

The latest version is 2.1.2.4.
