"Advanced" tab in "Preferences" is disabled with Chinese?

Why Advanced tab is disabled for Chinese language?

 

version 4.1.5

 

It was originally available,

but when I reinstalled the system and new installed Sourcetree,

Advanced is disabled。

 

Available after switching to English, but why ?
