Does statuspage.io have:

• A self-hosting plan? Where we license the software from you and run it ourselves on our own hosts.
• A managed on-premises plan? Where you deploy and manage the service on our hosts?

Incident Management apps that Atlassian bought, like Statuspage and Opsgenie are cloud-only.  Atlassian's justification for this is that if your network has issues, it could also affect the applications that handle communication of the on-prem issues (Statuspage), or the recovery of the issue (Opsgenie).
