Does Butler Condition Apply to Quota?

I am over my Butler quota for the month, so I am trying to scope down my command run count.

When I have a card condition, such as "card with a due date", and the card action is filtered out by the condition, the command does not technically "run". I still get "Requesting card to check trigger condition(s)." in my Butler logs.

Does this card check count against my quota? Or can I do unlimited checks as long as the command never "runs"?
