I can't add multi-board members in standard plan

Hi!

I'm aware that if I want to add more multi-board members, I have to pay for them. But I don't have the option to add them at all. So far I can only add new people as guests, but I need them to be members, not guests, since I want them to access multiple boards. 

Everytime I try to add X guest into a second board, it doesn't let me. But it also doesn't redirect me to like a paying portal so I can upgrade them to multi-board guest.

What is happening?

You have to be a Workspace admin to add new members to a paid Workspace. You can ask your current admin to make you an admin as well, and then you can invite more members: https://support.atlassian.com/trello/docs/inviting-people-to-a-workspace/
