Can you elaborate on what exactly you mean by 'change members', are you referring to the process of adding and removing users from a board, a card, a workspace, etc.? 

If you could clarify that I'll be able to let you know what options you have here.

Welcome to the community!

For default users "Assignee" and "Reporter" you can manage this on the permission scheme of your project. To do that, you need to:

• Go to your project > Project Settings > Permissions
• Serach for "Assignable User" and "Modify Reporter" Permissions
• For each one, you need to remove all old configuation then add "admins" (project role or simply a group)

For custom user picker fields, it is more complicated. You need to:

• Remove the field from edit screen (keep it only in view screen),
• Add a new transition from any to any in your workflow
• Associate a transition screen that contain the custom field to this transition
• Add a condition to the transition to restrict only "admins" to use it
