I am in a trial and only need one board with one admin person.
The board will need to be public for company members to see (not edit), can this be done over the free package or will a subscription be needed?

It sounds like you want to add the other members of your company in as users, I am not sure on the limitations on the free plan but I believe you can't limit them to view only on the free version. With the paid version you can set them as 'observers' on the board so they can't change anything on there. Depending on your priorities it might be easier to just add them all in and ask them not to change anything :)
Alternatives might be to create an account just for you but set up reports for other people. Blue Cat Reports let's you send email reports to anyone, so you could limit Trello access but send reports to others. You do not need to pay in order to make a board public. Just know that making a board public means the entire world can see it!
