Make Cover not working

I've never had it happen before where I can't add a cover image to a card. Tried different file formats and don't have the option to "Make Cover" on attachments. Also tried changing the cover image and uploading the image that way, and it says it's unable to use the image as a card cover....

This issue is still happening. It won't allow me to upload images as a cover either. Any ETA Trello?  We are in November 2023 at this point.
