I've got the GitHub power-up enabled on a number of boards. Some of my team-members have been finding it less useful, or that it slows their machines down, and would like to disable it. However, some still like it.
Is it possible to disable the power-up for some users only?
The help article says this, which makes it sound like you can only disable the power-up for a whole board:
You can disable the Power-Up for the board by opening the Power-Ups menu, clicking on the gear next to GitHub, and selecting the Disable button. Disabling the Power-Up will not cause any data loss. It will change the formatting of the links in the card to be the same as any other attached links.

That's correct, Power-Ups can only be disabled at a board level. This means that, no matter who disabled it, they'll be disabling it completely from the board and no one else will be able to use it unless they enable it again. When you mention that some people face performance issues, I'd suggest asking them to try on an incognito window to see if they can still experience the problem. Some extensions can interfere with Trello and that could be the root cause of the issue.
