Enforcing 2FA to a Trello board

Is there a way that I can enforce that all members (current and future) have a secure log into trello (like specific email domain and 2fa). 

Because lets be honest - if we trusted people we wouldn't need Moms or Managers.

The only way to enforce 2FA would be to use an SSO provider with Trello, and require 2FA to sign into your SSO. This is a feature of Trello Enterprise. If you'd like to learn more, check out https://trello.com/enterprise
