Are YOU able to like go ahead and permanently “DELETE” BOTH of these Trello / Atlassian accounts since an Atlassian Jira member told me that there ARE: email addresses associated with these 2 Trello / Atlassian accounts / users / profiles under:

I removed the email addresses from above for security reasons, this is a completely open and public forum so it is best not to put potentially personal information here.
Regarding your issue, only the account holders can delete their accounts. Please see the guide below:

Okay @Daydreamer Mike If I call Atlassian’s and make a request. They can potentially delete the accounts FOR ME. Then correct???

I don't think so, there are data protection rules that Atlassian have to follow so they can't delete Atlassian accounts for emails without the permission from the owners of the accounts.
The accounts can be removed from any workspace you are an admin for but you can't delete them.
The owners of those accounts will have to delete them using the guide I attached
