Is it possible to turn on a filter for a board that I only see cards that I am a member of?
Or can some of the upgrades installed?
Alternatively, can I add members to the board who only see the cards they are in?

This may not answer specifically, but they keyboard shortcut of Q will hide cards that you are not a member of on the board.  If you switch boards and switch back it retains that. Press Q again to view them all.  This will effectively do the same thing that Davin mentioned above as well.

I haven't seen a Powerup that can accomplish this but that doesn't mean one doesn't exist.

Also as A.C. Ivory said, if you add someone to a card, they are added to the board and will see all cards unless they also hit Q or search to show only ones they are added on.

Yes. If you go to the board menu and select Search Cards you can limit it down to cards that you are mentioned on.

@Daniel Križák What do you mean by "upgrades installed?"

No - if you add a member to a card then they will see ALL the cards on the board.
