Skill set for Resource

Hello All,

 

I want to define skill set for my Team and have create Custom field for same. However I didnot find a way to assigned the scale of skill set. i.e 

1. If any User is having knowledges of skill set (JAVA) how we can define the range of knowledge (Beginner/Intermediate/Expert).
