User totals are by account and not just by a single repository. To see all the users who have access to all content on this account, do the following:

  • Visit bitbucket.org and go to your team's profile page. example: https://bitbucket.org/<team id>
  • Then click the Manage team button in the upper right
  • Then choose Plan details from the menu on the left in the account administration screen. There you can see who contributes to your billing plan. You can also upgrade from there once you need to.

In Free plan 5 different people can access shared repository. You also consider as a 1 person, So it means you can add only 4 more people.
