Bitbucket Cloud and approvals

Hello. Last weekend we finally completed our migration from an old Bitbucket Server instance to Bitbucket Cloud. Things went pretty smoothly but one last-minute difference we found is that with BB Server you could require that ALL approvers approve a PR before a merge and in Cloud it seems like the only option is to specific the number of approvers who must approve. 

Am I missing something or is there no way in Cloud to require that ALL approvers approve regardless of the actual number of approvers?

No, you are not missing anything, Bitbucket Cloud only has the minimum number of approvers, not all approvers. There is a request open to have that added, BCLOUD-14510, and I would recommend that you go and vote for it and follow it.
