Bitbucket Pipeline deployment failed scp: Connection closed

Hi,
I tried to deploy from bitbucket pipeline to one of my VM on GCP

on bitbucket-pipelines.yml, I just do simple SCP from local bitbucket to remote path:

script:
- pipe: atlassian/scp-deploy:1.3.0
variables:
USER: 'my_user'
SERVER: '35.194.xx.xx'
REMOTE_PATH: '/var/www/html/TIS'
LOCAL_PATH: '${BITBUCKET_CLONE_DIR}/*'
SSH_KEY: 'my ssh key which encode to base64'
EXTRA_ARGS: ['-o', 'StrictHostKeyChecking=no']

here's the error:

Load key "/root/.ssh/pipelines_id": error in libcrypto

my user@35.194.xx.xx: Permission denied (publickey).

scp: Connection closed

✖ Deployment failed.


I can clone this repo from the remote path, so I assume there's nothing wrong with my ssh_key
how to fix this?
