I cannot create repositories under my username ID account.
(Expected: https://bitbucket.org/someusername/test-bitbucket)
Take other Git-hosted platforms for example.
If I register a GitHub account (ID: someusername), then I can create a repository under someusername:
https://github.com/someusername/test-github
However, I haven't found the setting of Bitbucket allowing me to do so. It seems that it only allows me to create repositories under my workspaces.
But when I tried to create a workspace, whose workspace ID is exactly the same as my username ID, the system showed that the workspace ID is already used:

What happened?
Hi and welcome to the community!
Repositories in Bitbucket Cloud indeed belong to workspaces, and creating a workspace with same ID as the username of an existing Bitbucket account is not supported at the moment.
If you want to use e.g. the ID someusername, you can change the username of your Bitbucket account from someusername to someusername-admin or something different. You will then be able to create a workspace with ID someusername.
You can change the username from the following page (after you log in to https://bitbucket.org/)
We have a feature request for providing the ability to create a workspace with the same ID as the username:
You can add your vote to it (by selecting the Vote for this issue link) to express your interest, you are more than welcome to leave feedback, and you can also add yourself as a watcher (by selecting the Start watching this issue link) if you'd like to be notified via email on updates.
Implementation of features is done as per our policy here and any updates will be posted in the feature request.
Please feel free to let me know if you have any questions.
Just a heads up, I removed the username and screenshot from your post for privacy reasons.
Kind regards,
Theodora
