Forks not automatically syncing

I have a main repository, and am using forking workflow. Up until the last month or so, everything worked fine.

However, with the most recent pull request/merges, the forks are no longer updating / getting synced. 

The only way to get them synced seems to be to go into branch, click that branch, click compare, and set the source branch to the upstream branch (and let's be clear, the interface there is a joke that you have to click 'edit source' twice), and then doing a manual merge. 

All of the documentation points to "Fork syncing" which is not an option anywhere the docs mention. 

So, how do I re-enable automatic for syncing? Why did it stop?
