How to set up access for bitbucket, jira and confluence

What is the best way to setup Access for Bitbucket Cloud, Jira Cloud, and confluence cloud?

 

My goal is to allow developers to connect to Bitbucket Cloud using our LDAP username and password. So, I need to setup Access and Okta in the process.

Specifically, from the beginning, should I create a profile/user as an IT administrator? (I am a build and release engineer). It seems to make sense that way after reading the documentation.

Then once connected to corp network- LDAP. I can log in as me (the release engineer) to create a Bitbucket Cloud account(?) and import repos? I have already done it as myself successfully, but since I want to connect Bitbucket Cloud with my corp LDAP server, then I need to start learning how to use Access, and hence this thread. 

Please advise with step-by-step instruction? The Access doc is good but I do not think it addresses my question here clearly.
