If I got this right you are migrating from an existing Bitbucket cloud workspace to another Bitbucket cloud workspace?

Can't we move users from one workspace to another workspace by following transfer repository procedure ?

Unfortunately, no. You'll have to manually re-invite the user and assign their permission again on the new workspace.
