×When I look at my workspace in my account, it says I have 21 repositories. Most of those were old mercurial repos, so when I click on that workspace, only 1 repo shows up (the only git repo). So I was wondering, since they still show up in my workspace's total repo count, is there any way I could still simply download the files for those repos?

Atlassian made a decision to move away from maintaining and supporting Mercurial repositories in 2019.
This was announced in community:
and on our blog:
Bitbucket Cloud Support team is no longer able to restore those repositories.
If you are looking for a Mercurial repository that was public, all the public repos were archived by Software Heritage:
We will not be able to meet any further requests for recovery of private HG repositories and users will need to recover those from local copies only.

There is no way for end users to do that, however the support team may be able to assist you with this.
You can open a ticket with Bitbucket Cloud support team for this issue via https://support.atlassian.com/contact/.
In "What can we help you with?" select "Technical issues and bugs" and then Bitbucket Cloud as product.
Make sure to also give the URL of the workspace that owns these repos.
