Users are not able to receive bitbucket repo invitations inspite of all required Atlassian permissions being on. Jira and Confluence is working fine.

We have checked our SMTP logs, and no blockages against that email address were found.
Additionally, the user is not on any suppression list and is not unsubscribed from any emails.
Please make sure the user has checked the junk folder to make sure it is not there.
But, for this scenario, we would recommend allowing list the following:
Once the allow list is complete, please make sure the invitations are once again sent.
You will need to navigate to Workspace Settings > User Groups > Chorus_Web
Expand invitations pending, and click Cancel Invitation.
Then they can add the user again.
