Self hosted runners fail to cleanup and leave artifacts

Hello.  We have self-hosted runners set up in one of our Kubernetes instances. Over time, the namespace becomes cluttered with runners stuck in a state where only 1 of 2 images are ready, and they remain in a hanging state. It seems that the runner cleaner does not remove them.  Other than that the runners seem to be running pipeline jobs fine.

Has anyone encountered this issue before? If so, how did you resolve it?
