Hi Leslie,
With Jira Cloud, you're not able to skip SSL verification. The server on the remote end needs to be running its HTTPS with a trusted (not self-signed) certificate. This means you'll need to configure your TeamCity server or the reverse proxy in front of it with a trusted certificate.
If you've already followed the process for setting up a reverse proxy in front of TeamCity, all you'll need to do is replace the self-signed certificate in the reverse proxy with a signed one. Free trusted certificates are available from Let's Encrypt, or you could take a look at a list of trusted certificate authorities you can use for a small fee.
Exact instructions for the reverse proxy depend on which reverse proxy you're using and the way you've configured it. If you need help with this part, let me know which reverse proxy you're using and I'll try to provide some pointers.
The important thing is that Jira expects a trusted connection with a verified certificate to keep you safe from man-in-the-middle attacks. Bitbucket frequently connects to small development instances, which is why there's a skip verification option for Bitbucket and not for Jira.

To disable the SSL certification verification you can check the box next to 'SSL/TLS', you can find it here:

Hi Ana, i doesn't have this option, i don't know wich version of JIRA CLOUD i need to have.
I try to conect JIRA with teamcity.
