Steps to replicate:
1. Create a new page in Confluence
2. Add a Table of Contents Zone
3. Inside the TOC Zone, add a link
4. Ensure that the link is configured to display as "inline". Note - it shows correctly here
5. Preview or publish the page
Actual result: the inline link (which showed correctly in Edit mode), now appears as a URL instead of an inline link
Expected result: the link continues to display as an inline link.
Hi @Rob Siklos welcome to the community! I looked in Atlassian's Jira site (jira.atlassian.com) for a similar issue and couldn't find anything close, but I could have missed it. Feel free to search out there if you want, or you could open a Support ticket at support.atlassian.com with steps to reproduce and have the support folks take a look at it.
Hope that helps.
@Dan Breyen Unfortunately, the support page only points me back to "Community Support", so it looks like I can't open a support ticket myself.

Weird, it says you have a 'Premium' license. Do you have a 'Contact' link in the upper right of the page? Or are you an admin? If not, maybe they can submit it for you.

Hi @Rob Siklos
What happened to your request?
Is it still existing? I get a "Unable to display request" error.
The same issue exists when using the add-on Table Filter and Charts for Confluence.
The answer form its producer (stiltsoft):
We are indeed aware of the problem and are working through potential options to resolve this.
Unfortunately, due to the fact certain technical complications stemming from Confluence Cloud limitations currently preclude us from moving forward on the issue - namely because most of the Cloud apps are rendered inside iframes, and most of the common Confluence features do not work inside iframes.
