Can I create a Jira issue from a form in Confluence?

Is there a way to place a form on a page in Confluence for a guest user to create an issue in Jira Work Management?  Since guests only have access to a Confluence page, we are looking for a way to allow the guest user to submit a task/issue in Jira from the Confluence page.

But the project in Jira needs to be "pretty open"... for anyone to be able to submit a ticket

There are alternatives:

• Our ConfiForms plugin
• Raley IntakeForms Viewer (also needs a Raley Intake Forms app for Jira)
