Can I customize default CSS on my site(Cloud)?

No.  You're reading the documentation for Confluence Server, customising CSS is a restricted function on Cloud - see https://confluence.atlassian.com/confcloud/restricted-functions-in-confluence-cloud-734070955.html for the list of things you can't do.
