Did you check if the user actually exists in the system? I could easily reproduce this issue by trying to add a non-existent user xyz.
User xyz could not be found. Please confirm their existence with a Confluence Administrator.
The username displayed on screenshot also seems to be incorrect. Check and try again. You can find list of users by following the article

Also, the username seems to be like userid. Make sure you are adding by username.
