Can't resize images, resize handles are missing

According to the "Confluence Editing Improvements" post:

"You can change an image’s size by dragging the handles at its sides."

However when I insert an image there are no handles at its sides.

The image is a PNG.

I tried using both the latest Chrome and Firefox.

Are you using the New Editor template?

The handles should appear on either side of the image. Moving them out will increase the image size, moving them in will decrease it.
