Can you add a label to a Confluence template?

Can you add a label to a Confluence template? It appears the answer is "no". If the answer is "no", then what is the lesser of two evils, using a template and having to remember to add labels later, or having to remember to create new pages by duplicating an existing page that already has labels assigned?
