Confluence viewing permissions (but not edit/update/modification)

This question is in reference to Atlassian Documentation: Global Permissions Overview

Our PMO wishes to use Confluence but wants our Executives and Stakeholders to have access to view the Confluence data (without counting towards the user licenses.) How can I setup a group (such as JIRA Users) which only views Confluence and all spaces without allowing them to add or edit content.

There are two parts to this. First, for access, create a group, then add it to all your spaces, with "view" permission.  Second, if you don't want them to consume licences, then you need to enable anonymous access, not do it by group.
