Global Template Loo and Feel-> Header & Footer unable to set for any newly created pages

Created new own Template and trying 

!/E:/My Docs/Analyze 5.0.8 Tesp Plan.png! as  a header then later trying to create new page the logo is not applying for the newly created page

Please help us here
