Grand access but without site-admin role

Hello my friends.

Need some knowledge after testing jira from left to right...

I have a co-worker who CANNOT have confluence site-admin right. But I want to let him grand access to confluence for new joiners. Is it possible to create such a role in confluence?

To give power of adding and amanging new users under confluence space-umbrella but without "site-admin".
