Has Atalassian considered a lower price for read-only accounts?

Currently accounts seem to be either active or inactive. If active, the price is $5.5 ot $10.5 per month, while inactive is $0. This is leading some organizations to try to deactivate accounts after a few weeks of inactivity. Would it be more profitable to Atlassian, and also a better experience for the users, if there is a read-only account? E.g., $1 or $2 per month?

with Confluence being a wiki that's aiming to enable collaboration and everyone contributing wherever possible, I don't expect that we're ever gonna see a licensing model from Atlassian where there are "read-only accounts".

I'm wondering what the ratio of active contributors vs. readers in your organization is. Depending on that, it might make sense for you to take a look at an app like Scroll Viewport.

Scroll Viewport is an app built by my team at K15t and it lets you publish Confluence spaces as an external website. Common use cases are public help centers and product documentation, such as the docs of Scroll Viewport itself. As you can see, it also supports custom styling, integrations, and running on your own domain - and you can have as many sites as you want.

More important for you, however: you can also set up your Viewport sites to require SAML-based authentication. Using that, you could create a private site and have your "read only users" log in through an identity provider (like Google, Microsoft, or Okta) which you might even already use. In conjuction with Scroll Viewport, this will be significantly cheaper than creating a Confluence account for every reader - especially if you have a lot of them.

This is a good thought with read-only accounts concept for charging less price. But Atlassian license policy charges the user based license at same cost.  May be try suggesting them in their support portal here https://support.atlassian.com/contact/
