How can i enable the Create button to offer create from Template "button"?

i expect to see the ellipse button right adjacent to the Create button so users have the option to create (a blank page) or create from template.  i'm not interested in adding the 'Create from Template' macro to a bunch of pages

I'm not sure I understand the question.  The Create button lets you create a new, blank page.  The ellipsis allows you to select from templates.
