You may want to take a look at the following official KB article: Create users in Atlassian Cloud using Postman and REST APIs 

Here's also a link to developer documentation and method for creating users and setting products in the cloud (although, it's still set as 'experimental'): Jira Cloud platform / References / REST API v2 / Create user 

Note that I've never tested this, so it's all 'theoretical only'.
