How do I know which admin gave Product access to a certain user?

I checked the audit logs and it seems this is not in there. We need to be able to find out when and who gave product accesses to certain users. It'd be great if anyone could help us with this. thanks.

Sorry, there might have been a misunderstanding. I meant we need to check who granted the access to the Atlassian products our users currently have. So we want to know who gave JSM access to user A, or who gave Confluence and JIRA access to user B, etc...

Tracking user-created activity in the audit log is available when you upgrade your products to an Enterprise plan.
