How do I link current confluence in a Production project to Production Sandbox?

Am trying to create a Sandbox which mirrors the data and setup of our current Production Project in JSM.  I want to mirror our Knowledge Base and have tried to set it up in Sandbox but on the first setp I get 'We're having trouble adding Confluence - this usually happens when a site is behind on payments'

I've checked and we're fully paid up - any ideas on what to do to get the Knowledge Base replicated?

My recommendation for this type of error is to try later again and/or contact Atlassian support directly.
