How to disable attachments and images in comments of issue?

Our Jira instance is integrated with the system that doesn't support images in comments. How to restrict users to attach attachments and images in comments of issue? Or how to disable this functionality?

Hi @Alibek Zhubanyshev 

Restricting file attachments to only comments poses a challenge, as confluence don't have a native feature to granularly control attachment permissions specifically for comments.
