How to enable password policy and 2FA for non verified domain users?

I am building wiki for external users (not belonging to my organisation) and password policy for confluence is not enforceable even after adding Atlassian access as it only works on verified domains.  I will be adding 50 users belonging to 50 different domains. I need support for enabling password policy and enforce 2fa for all confluence users or way around it. I couldn't find any answer to it, can someone provide a solution?

You can't enforce 2FA on users outside of your domain. This is alas a major shortcoming of Atlassian Access.

All you can do is demand to enable it (individually) in their Atlassian ID Profile and provide proof (e.g. a photo)
