How to get UI shown in webinar?

I just watched the "How to get the most out of Confluence Cloud" webinar (presented Jan 29, 2020) and it shows a top navigation bar along with other new "Home" UX changes.

In the Q&A, it was said that it was "rolling out" and we should expect it in "the next few months." That's a really long, unspecified, nebulous period. Is there a way to check the precise timeframe for our instance?

Further, in general, is this update even GA or is it limited rollout to specific customers only? Are there any official announcements or documents which outline the changes, impact, schedule, anything?

That might vary depending on the Cloud site itself, and unfortunately I can't give you specific information about it due to that reason. I would recommend contacting Cloud Support directly, so they can let you know if they have any specific information about your site.
