I do not know who is the person/admin responsible for my current Atlassian instance. How to see or reach out to them?
It is shocking that Atlassian doesnt display this information. This is very frustrating.

From the problem summary, I understand that you are unable to find the admins of your instance even after checking with your IT team.
I would like to inform you that you have multiple admins on your site and considering the security parameters we refrain from sharing the admin and site details here in community, Therefore I went ahead and created this support ticket on your behalf https://atlassiansupport.atlassian.net/browse/PCS-3688508 adding your site admins to the ticket as request participants.

Hi @Michael Lui , the technical and billing admin for Atlassian instances get emails when the billing period arrives, as well as notifications from Atlassian for various topics. If you use any Marketplace apps, the technical contact probably has received emails from the vendors. Who in your organization is getting the payment notification emails?
Is it possible the instance was created with a generic email, such as it@companyname.com or atlassian@companyname.com ? If admin permissions were not grated then to another user using their personal email/account, that might explain why no one is seeing their account as the admin.

You can't see this, as this would violate GDPR guidelines of the product.
Contact you IT department, they should know who manages your Atlassian Cloud instance within the company.

Here in community, most of us are Atlassian users like yourself, not (necessarily) employees of Atlassian. We don't have access to your environment.
