Welcome to the Atlassian Community!

Cloud and Server/DC have two totally different architectures for apps (plugins).

An app that comes as a .jar is for Server/DC.

You do not upload anything to Cloud to install an app, you select the app in the marketplace, or give Cloud the descriptor URL of it (that's what you are seeing in your screenshot)

You need to look for the Cloud version of your app, if there is one.  The link at the bottom left of your screenshot (Atlassian Marketplace -> Find new app) is the one you need.
