I have the reuirement to limit a group of persons rights to e.g. create global templates without giving them the possibility to change global site settings (e.g. security, users,...).
Is there a way to limit rights at the site level?

Welcome to the Community!!
These are the only Global Permissions in Confluence. You cannot change even these with plugins in Cloud

You may want to check Default Space Permissions that would solve your requirement for Space

For the time being I went with creating a sandbox and let people experiment there without affecting the production environment.
