My users aren't showing up in edit dropdown when using the "profile picture" and "user profile"

I am trying to use the /profile picture and /user profile macros.  When I am in the edit mode, the user dropdown field doesn't include any users to choose from. Is there a setting I need to update???

Hi @John Tabb ,

Welcome to Atlassian Community. 

By default it does not list the users. But just type a letter and it will list all users starting with that letter. For example 

But begin with any letters like 's' and it will list the users
