It seems that "Paragraph" style has gone from confluence cloud? "Normal" is bigger, there's no way to decrease font size. This seems to be only for newly added pages.
PS: For OCD folks this is not a good day. I am a net promoter of Atlassian at home and work, but dread every update. Atlassian, please recognise that your primary users are certain types of "special" folks who work mainly in IT that take change much harder that your product and UX people that impart ongoing distress on the former by constantly "improving" products. Out of all companies you should know this!
PSS: Preformatted and Quote seem to have gone as well??

You are right, some naming convention or element placement has changed with the new Editor in Confluence. The difference you noticed is due to the fact that now you are using the New Editor called Fabric:
The “Normal Text” is equivalent to the “Paragraph” we had in the Legacy Editor (tinyMCE). The aesthetic differences between the New Editor (Fabric) and Legacy Editor (tinyMCE) are due to different design choices.
If you need to create preformatted text in line, you can go to the three dots option that is found to the right of the Italic option and select the “Code” option. Or press CMD+SHIFT+M (macOS) or CTRL+SHIFT+M (Windows):
The quote option is now found under the “Insert” menu (the + button with a down arrow):
You can also summon the quote element by using the > character.
