Is it possible to install a Confluence plug-in for just a few users or is it always assigned to all users from that Confluence space?

The short answer is "No." In Confluence, once you install an app, it becomes available globally within the scope of the space or the site, depending on how it's configured.
Maybe you can use a permission-based workaround - If the app supports permissions or configuration settings, you can restrict features or access within the app itself to specific users or groups. Check the app’s documentation to see if it offers this functionality.
