Confluence users access management.

My company has around 500+ users in Jira. But only around 25 people will need confluence.

- Will i be able to grant access to only that specific group and be charged only for 25 users?

- If so, how to grant access only to that specific group?

Yes is the short answer.

You can set up Groups, and can determine which of these give access to Confluence licenses. This guide covers it. How are you creating users? If you have an AD integration you could sync these to groups and specify which groups use a license.
