Fortunately it doesn't create a new space (just gives you a spinning wheel), because the only group the user is part of does not have the right to create spaces. It would be better if the button was not displayed.
BTW global permissions are set up correctly.
The answer: It is a bug, but with a low priority and harmless.
I think, this is just the first time you looged in.
If the user edit some content, the page will show the recent work.
I agree with you, that this is not very good that this option is displayed to the user.

I'm not familiar with this community board. But I agree: it's a bug. I don't know how to report bugs (I also agree this is probably a very low priority bug). A question is probably not the best way.
