×We cannot seem to create another Sandbox for confluence, we currently only have 1 sandbox for Jira, and when we try to create one for confluence, we get the error message "You've reached the limit of sandbox URLs for all production sites."
Can you please confirm why this is the case when we can see that it states that we can create a sandbox for each premium prod instance?

You get the error because it is trying to create a separate URL for you Confluence sandbox instead of reusing the one you have. Have you tried enabling Confluence on your existing sandbox by going to admin.atlassian.com and then your sandbox instance? I believe all you have to do is enable the Confluence license for a user, it's been a while since I created one...
I just tested it and what you do is once your sandbox is created, go to admin.atlassian.com > Apps > Sandbox and you should see an Add button next to the instance which allows you to add Confluence to it.

You can have only one sandbox site per production site on the premium plan. If your production site hosts both Jira and Confluence you will have to have both apps on the same sandbox. You will have to add Confluence to the existing sandbox in that case, as @Mikael Sandberg described.
